A lot ways that could work here, but I'd go to a 3-2-1-0 system, and each team can add a bonus point if they score 4 goals (maybe excluding ENG).
And you should be allowed to score multiple times on one play (banging in goal rebound). Love it.

Rugby awards a bonus point for scoring 4 tries and also gives the losing team a point if they are within 7 points.
Wins are 4 points though in that system. I'd be interested in seeing this tried in a lower league.
