He didn't need a traitor, he needed to win. That's all that has ever mattered to him in the show, no matter what the cost he has to win. Logan probably knew of the supermajority, but he also likely didn't fear it until he knew Shiv and Roman had joined Kendall. Even if you assume Logan would think they'd be against the deal, they'd still need to have Kendall join, and Kendall of course just asked to be bought out, so you wouldn't assume he'd want to block a buyout deal. And when Tom is talking "deal with the devil" with Greg, you know he's not talking about joining Kendall's side. After all, he just mentioned how Kendall always gets ####ed while Logan never does. I can sort of see the logic behind a "Tom didn't do it" take, but it would render a lot of the writing this season irrelevant. The Tom betrayal ending ties it all together extremely well.
