The rules were different for skaters and goalies. Ritchie needed to actually be under contract to meet the skater exposure requirement, but as an pending RFA goalie, Parsons only needed to be given a qualifying offer.
He could have rejected the offer and become a RFA, but he probably realized it was the best offer he was going to get (especially if he had no intention of getting vaccinated), so he signed it.
