Difference is you have to leave the track to pit and the crew has to work at race pace. So there's at least some variables in pitting under VSC/SC. Under red there is zero risk in changing the tires and you are getting a completely free stop. Nascar has it right on this. Can't even touch the car til the red is off. JMO.
