It probably depends on the type of business. If it's a simple product that is either good or bad, then sure. Something like a restaurant in my eyes has to be pretty top notch to get all 5 star reviews. I've certainly seen lots of positive 4 star reviews for restaurants that are good, but not world class restaurants.
