CSEC don't pay Treliving to manage expenses the way you are suggesting (they could do that themselves and eliminate his salary). His job is to manage the team, which is what he's doing.

I agree that sending Valimaki down has zero impact on the team’s finances. But not sure if you’re saying that Treliving’s job doesn’t include managing the budget for hockey operations as a whole. I’m pretty sure it does.
