It looks like it's from the 2013 Oscars.
That was the year Seth MacFarlane hosted and he did a song and dance number called "We Saw Your Boobs", where he listed all the movies where big name actresses showed their boobs. The joke there was that Lawrence hadn't shown hers so she celebrated, while most of the other people they cut away to looked offended by it.
Of course, all of the reactions were pre-recorded and all of the "offended" actresses were in on the joke. That's why, even though it's the Oscars, none of the people sitting around her are recognizable -- and she's wearing a completely different dress than she wore to the actual ceremony.
