No idea where this place is exactly but there are lots of parts of this big world where any sort of snow accumulation brings everything to a halt.
Maybe there were no plows in the area to clear roads?
I know when i lived in the South, and this happened very year, a small or large snowfall closed all schools, many businesses, and assorted government offices would shut down and send everyone home.
I dont think a lot of people would voluntarily sleep on a floor for an entire weekend unless circumstances warranted it.
