From my understanding, Dialog was just the local partner to assist with coordination and compliance and some of the interior design of the library.
Calgary's Central Library was primarily designed by Snohetta. I personally am not a fan of most of Dialog's work and Dialog is the primary on the new arena.
You see this often with projects. There's a prestige international designer and then a local partner whether an architecture/design firm or developer comes in and cost manages the building to hell.
One that comes to mind for me is West Village Towers which was designed by NORR Dubai Yahya Jan but when I checked out the interior, Cidex completely cheaped out and it feels like a University dorm.
Edmonton went with Teeple Architects in Toronto for their library and you can tell they are trying to hide the cost-cut exterior as 90% of the images they have on their website about this project are all about the interior.
