There's a pretty significant difference here. In your examples they were rehabilitating the decks and substructures of old bridges while the bridges were still in use by general traffic. In this case, they don't have to slowly remove small pieces of decks and replace them or anything. It's going to be a wholesale fix on a road closed to traffic. Where there's a will, there's a way (to do it much faster).
