There isn't a lot you can do that will mitigate landslides of this magnitude. Even if they could have had 4 or 5 highways out of the Lower Mainland instead of 3 (which is likely not possible due to the terrain), they'd still be going through the same kind of terrain and area, so they likely would have gotten wiped out too.
That's just the nature of an urban coastal area surrounded by mountains. There are only going to be a few ways in and out.
