This isn't at all unexpected.

Sportsnet needs to pay for streaming bandwidth.

- Take "perfect" stream from Saddledome. This is then relayed to a CDN.
- NHL.tv lowers the quality somewhat.
- Sportsnet lowers it a LOT.

This is exactly what I did back when I did streaming events. You take a perfect input and turn it into 22K mono, 30fps @ 640x480. Works fine for talking heads and keeps CDN costs way down.
