I got offered 4.5 percent increase in salary and position in a non COVID impacted industry just now and I’m livid to be honest. Beat some sense into me and or let me know what you think a reasonable percentage would be.

I think you should be more grateful.
I'm doing more work than I ever used to due to layoffs and I haven't had a raise in many years and I still have the thread of my job being axed hanging over me.
getting a 4.5% raise sounds pretty sweet, for a job you were doing anyway, especially as you also get bonuses.
