Apparently, with FFP (as much as it matters), they can spend about $180-200m. That is a lot, but it's also 2-3 good players. And realistically, they need about 6-7 good players, so this is a longer term project.

I agree that getting relegated won't be a good thing for them, but I really doubt that it will harm them long-term the way it would for clubs like Watford, Villa, etc.
As for bringing in two or three players, I think you might be off a bit there. Just look at who they could potentially sign for free on pre-contract agreements seven weeks from now:
