It kind of happens in stages though. They can't go after those players today, and there are a few reasons. At the outset, they'll overpay for a bunch of donkeys. Eventually, they'll be bringing in better players, but at the beginning there is virtually zero percent chance that any top players are going there. Same with managers. They need someone, so they end up with Howe. We all know that in 4-5 years when that team is really showing the impact of Saudi billions that he won't be the manager, but they can't lure those guys yet.

Apparently, with FFP (as much as it matters), they can spend about $180-200m. That is a lot, but it's also 2-3 good players. And realistically, they need about 6-7 good players, so this is a longer term project.
