Default Irony?

In the building I work in, across the atrium, there is a C.U.P.E. office.

There is a bristol board CUPE strike sign on the door saying, "Office closed for strike."

I wonder who would represent the CUPE office workers if they were on strike? Could they be a member of their own union, or would that be a coflict of interest in situations like this?

(Note: it may be that they closed up to go support another striking company, but the sign is kind of funny as well as ambiguous).
