I've posted it before, but I think it involves a panel of 3 refs, 1 head ref and 1 ref rep from each team, calling the game using cameras from the box.
Automate offsides and icing calling using AI.
If possible, drop the puck using a drone. If not, use a "goon" linesmen who just drops the puck and immediately hauls ass to the penalty area to get off the ice. Then he is also released on to the ice to break up scrums as needed.
This removes them from the flow of the game and allows them to make more precise and less emotional/ game flow driven calls, while allowing the "human element" (something I disagree with still, but ok) to be present in the calling of the game.
