Yes, for those whose culpability cannot be proven, it is appropriate for no penalty to be imposed. But when the evidence is as clear as it is in this case with respect to those who have been named, there is no excuse for such lack of leadership from the league.
Now I'm not advocating for Chicago to lose its franchise or something like that, but surely the penalty should be more than the penalty imposed on Arizona for a combine testing infraction.
