Tkachuk + 1 pick would be max.

You get team control of a 2nd overall pick for 7 seasons. Tkachuk is only under team control for another season and a half. In that season and a half Buffalo is unlikely to be competing for anything. That's why he doesn't make much sense for Buffalo. One could even argue that his qualifying offer would make him overpaid next season, and further diminish his value.
Buffalo seems to have committed to a rebuild. They need assets that they will have in a few years, otherwise they are just going to flip w.e assets they get.
Which controlled assets do the Flames have on the roster?
Andersson/Valimaki - 5 seasons(counting this one)
Dube - 4 seasons
Lindholm/Hanifin/Kylington/Vladar - 3 seasons
Tkachuk/Mangiapane/Monahan(M-NTC) - 2 seasons
Gaudreau - 1 season
That's why I think that it is more likely that Andersson + Dube/Valimaki are a part of a Flames package. 3 seasons including this one are not nearly enough for Buffalo to rebuild on the fly.
