Doing it the way it's planned will put the accessible seating 10 rows closer to the ice. As far as I can tell, that would basically tie the new arena with LA and Winnipeg for the closest accessible seats to ice level.
Essentially, the lower bowl in the new arena will look similar to Winnipeg and LA:

But neither of those examples have the sideways stairs. The extra width of the row where you enter the lower bowl seems unnecessary. You don’t have wheelchair accessible seating circling the entire arena in the Winnipeg and LA examples. They seem to have distinct spaces.
