In both the photos I posted, there are wheelchair platforms in front of the space. Also, the new building will also have wheelchair platforms in those areas.
Because the wheelchair platforms require a lot of space anyway, you can add those short staircases and provide access to the upper seats without needing more full-size access portals, which take up even more space and annoy just as many (if not more) people when someone walks in front of them.

Well, there you go. Buildings need lots of room for wheelchairs; this is definitely not something worth complaining about. Not at all.
