The problem is Q isn’t an NHL employee - he’s one step removed. It’s also possible Bettman assumed Q wouldn’t be behind the bench anyway, either by his own choice or the Panthers. It seems pretty clear to me that he ended up forcing the Panthers’ hand in getting rid of Q.
