Well, sure. And it'll take a long time to change that mindset.

Consequences are the first step.

You did something wrong? You face the consequences. No covering it up. Then at the same time you help the victim, and set something up to help other victims because I'm sure there are others. Truly help, not some half baked attempt at looking good as far as the public goes.

Many organizations have done a great job in helping players when it comes to substance abuse & addiction. The Flames are a great example of this.

So there are ways. But what the NHL is doing now is telling the perpetrators they can get away with while at the same time telling the victims if the come forward nothing will be done about it anyways. Well, unless you have a dog on a bone like Westhead going after the story while other sports outlets like the Athletic, Sportsnet & CBC try to constantly bury it.
