Yeah, I'd be totally in favour of in-store orders only. Every person goes in and everyone can pay.
The first in line get the first shipment and so on and so on. Basically you pay to be put in a queue. The earlier you arrive the earlier you get your console. Have it be a one-day event.
That way everyone can get a console, and if you miss out on the first few shipments at least you know you'll get one eventually and you won't have to deal with the headache of trying to order a console.
