Sure all police related criminal charges are public record, but it has to get to a charge before that is possible. The police will have something to do with that. It doesn't take any sort of conspiracy to see that conflict of interest. Further, the issue goes beyond actual criminal behaviour and that of a fiduciary duty of an authority figure. I would be equally pissed if this was a lawyer, doctor, priest, school teacher. In this case, it is a cop.

Explain the idea it was put in place FOR the benefit of the police. I think it was put in place FOR the benefit of the victim (which is very common) and 24 years down the road, we look back and it clearly did benefit Chu. There's a difference though.
