Inner city councillors who don't support inner city development will mean more development on the periphery where it will cost the city more. Not only that, but those near-core communities are prime areas for the kind of intensification that leads to a higher density of the amenities that make them more desirable, which is ultimate what makes the kind of city that can sustain itself without a resource-based economy.
