I think nurses are doctors can take a 3-5% pay cut. My wife is a physician and god bless her she does great work but we will be fine if she took a 10-20k pay cut a year.
Nurse OT abuse is a problem.
I would cut all arts funding. Not sure if this is a provincial or municipal action.
I would institute a 2-3% cut across all departments.
I am not advocating draconian cuts here. I think 2-5% of property tax relief would go along way for people.

Here's what I'd say about Arts Funding, there is spill over to other industries and businesses. I'll be anecdotal, but I've had this happen many times over the course of our business.
An Artist gets funding to do a project within a community. The community uses that art as a backdrop to events, etc. I get hired to do photography and direct video, not by the art funding itself, but the community or private business. This happens a lot around town.
Even further, arts funding isn't just paintings, murals, infrastructure art - it's also theatre groups, indie films, choirs, and more. From my personal experience, we hire actors, crew, rent space, buy materials, and a lot, if not all, of that money goes right back into the economy.
On the choir front - believe it or not I'm in one

- it's the same story. We don't get paid as members, but we perform at venues, do a ton of charity performances that help different entities around the city, rent space, A/V equipment and crew...on and on.
Arts funding helps, it's not always perfect and the ones that make the news are often controversial, but there's so much more than that
