Really dont know if they are causing any issue. Havent seen anything like this in my yard previously so it makes me a bit nervous that I will have a bunch of dead trees in the spring or something.

Sounds like ladybugs arent available this year. Just spoke to a guy at a garden center and he is suggesting a pyrethrin based spray to take them down and hopefully soak down and take out their larvae for the spring.
