My apologies for how vague my comments were. Yes top teams can have below replacement level players. This is due to them having better higher end players in key positions. Most choose to have younger players fill those roles with a one veteran. Some choose the older role players.
OK, that makes things clearer, thank you.

If the Flames as they stand are not a top-15 team, though, replacing those two guys with the very best 4th-line forwards in the league isn't going to make them one. They aren't the problem here. If the only thing they bring to the team is the willingness to work hard, that's one thing the roster has been critically short of – and it is almost the only good thing that one player can actually transmit to his teammates. If that happens, they might just be a small part of a solution.
