The issue is that the school possibly knew it was going to be shutdown for these structural issues but went through the enrolment process anyways to ensure they got their enrolment numbers and funding first. If they knew before and notified families, the parents and children could have made alternative plans themselves rather than being forced to send their kids to other schools.
