But the thing is, a tiny fraction of the incidents that happen in a game get called, simply because it is a fast game with a lot of incidental contact, it is often too difficult to determine intent, there are far too many events to call, the league doesn't want a parade to the penalty box, and officials want to manage the game.
So most borderline infractions aren't going to get called.
The refs didn't call a penalty on Tanev. Therefore it was goaltender interference.
