Quite often a ref raises hand to signal a penalty but the offensive team scores and the ref waives off the penalty call because the penalty happened before the goal. So in this instance, I think we have stuff that happens quite a bit. A penalty happens, the ref doesn't get a chance to signal penalty because the puck goes in the net, so they don't call the penalty. The penalty still occurred before the goal.
Yet, he still wants a call...
His whining game is strong. He whines to make things easier for him. He needs to make things easier because he can't win.

Oilers were on the PP. Tanev committed a penalty.
When you commit a penalty shorthanded and the other team scores before you can touch the puck, it removes the time remaining in the first penalty, and then the second penalty starts.
So the refs blew the call here.
