Yes, everything increases the risk, but it's not all the same. In a restaurant, you are around 50? people. In a packed movie theatre 100. Kids going to school is definitely a risk, but it provides children with an education, social and mental health benefits, etc.
A Flames game has 20 000 people together for the purpose of entertainment.
The more things you do and the more people you're around, the bigger the risk. So a Flames game puts a lot of people together for something that's more of a "nice to do" than a "need to do" activity.
