The fact Gaudreau isn't signed is just one of many reasons that point to the possibility of him leaving. It's lower on the list than other things though such as playing on a competitive or elite team, being closer to his family, playing somewhere his wife wants to live and start their family, playing in a city he prefers, playing in a market with better weather, playing in a market with better taxes, playing in a city with better travel schedule, playing where he is offered the most money, etc. etc. etc.
Now with the Flames knowing the situation they are in with a risk of losing him for nothing, you'd think they would have tried very hard to work out a deal already. The fact that there is no deal is just another small indicator that MAYBE Gaudreau in fact does want to test free agency, and who would blame him? This is his one chance to really set up his entire life.
Guys like Rielly and Barkov playing on contenders in highly regarded cities dont seem like comparables either though.
