There's usually lots of things that need to be signed off as complete before you can officially open a road to public traffic - both from a safety and liability perspective. As an example, a road safety audit is usually done right before opening to make sure everything that's supposed to be there is actually there, or to pick up on design issues that are more obvious in the real world. Normally on big P3 projects there's work to be done after opening, but they aren't critical to the safety of the public or operation of the road.
