This is clearly terrible on the part of the CSEC. They obviously didn't do nearly enough verification before asking people to send their confidential details to an app. There absolutely should be accountability on their end.

At the same time, the biggest blame should be on the provincial government for not having a reasonable app in place with QR codes and locked down fields so that businesses aren't looking to use these types of risky 3rd party technology to meet provincial and municipal requirements.
