If he truly wanted to stay here and was going to negotiate in good faith (as you call it, meaning his true FMV), he'd be signed already .
I expect he's willing to stay with a massive overpay. But I doubt Calgary is not his preferred destination, but an acceptable one if the price is right. Like many UFA's they have different price points with various markets.
