Is there a league more desperately in need of new blood in high positions than the NHL?

Chiarelli, Ken Holland, Hitchcock, Lamoriello, Burke, Maloney, John Davidson, Doug Wilson, Don Waddell, Chuck Fletcher, Doug Armstrong, Tallon, now Ron Francis in Seattle.
I understand that there is a reason for some of these guys to continually get work, like Lamoriello. But a lot of these people have achieved little to no success in recent roles yet still get ample opportunity in the NHL. Chiarelli was an unmitigated disaster in Edmonton, Burke has accomplished next to nothing since his Stanley Cup in 2007, Ron Francis's Hurricane teams were brutal yet here he is managing a brand new expansion team into the ground. Chuck Fletcher's Wild teams won maybe 4 playoff rounds in 11 seasons, here are the keys to the Flyers front office.
