Roosevelt is part of the Lower Colorado River Basin. So yeah, it has everything to do with it. And no, it isn't as easy as just opening the dam. They have water resources to manage and filling a lake for a real estate development is hardly a wise plan when Arizona is facing water shortages for the next three years. When they are turning off the taps for agriculture, a lake near a shopping district is going to be a very hard sell to not only the Bureau of Reclamation, but tax payers, and people who need water.

They did that because the dam used to create the lake was on the verge of failure. Cleaning up the bottom was just a benefit of the process. There is a reason why there are many organizations who want to see Tempe Town Lake disappear for ever. With the challenges Arizona is going to face with water in the future, those voices might finally win their fight.
