The two items I mentioned though do not require 1.2 billion in additional spending. They just require less focus on cars.

Why not expand the plaza aspect, even enclose it with businesses on the other side, and prioritize foot traffic.
If there's something I've taken away from the pandemic that is positive, it's that downtown banff and canmore got way better when they made their main drags pedestrian areas and no longer had traffic run through them. They need to employ the same approach with this arena.
It gives it much more of a meet and greet vibe when you have an open area without cars whizzing past you and traffic noise dominating.

Have you guys looked at the Rivers District Master Plan?
It's worth looking up. Feels like a lot of the complaints are pretty narrow in scope considering how the arena fits into the entire cultural district. Shopping, festival/event streets, entertainment, restaurants, etc.
If you look at the plan and what they're doing with the area, it becomes pretty obvious that "cars whizzing past" and a lack of "active street presence" aren't relevant.
You're looking at it based on a limited scope of the arena being the only driver for the area. The city is planning otherwise.
