If it's a single flash, then nothing is going to happen to anyone. They'll do that sometimes if the induction loops thing you're going faster than you are, coming to a really quick stop will usually trip them.

I recall when Winnipeg first started using the intersection cameras, someone from Alberta took a shotgun to one of them because it caught him speeding through. The hilarious part of that is -- at the time -- Manitoba didn't have any agreement to forward on the tickets to out-of-province drivers, so the guy would have gotten away with the offense except that it recorded him shooting the camera.
