Another update, I chose a company to deal with and I am just finalizing the details on the repairs.
They said for the hail resistant roofing grant ($3K) offered by the city, one of the conditions the city requires is a certain type of tape on the seams. The manager I talked to said in 25+ years in the industry he has only seen that once and it was a $3M home and the owner specifically requested it. So it looks like the city created policy without consulting industry and it's an easy out for them to deny the $3K rebate for hail resistant shingles, so I probably won't even bother
