From a business perspective that philosophy makes sense. No matter how crappy the team is, they know fans in Canada will show up and support them, and that playoff games will always sell out. So as an owner you simply mandate whatever makes you the most money over the long term.

Sucks for fans though, because that strategy doesn't win cups. It ensures a lifetime of comfortable mushy middle-ness. We will all likely go to our graves never seeing the Flames become a truly elite team, but at least Murray Edwards can die happy in his Scrooge McDuck money pit somewhere in Switzerland.
Seems to be an issue in all Canadian markets.

Don't blow it up and go for max success, but desperately try and get partial success year after year.
