don't need a scanner, find your local neighborhood facebook page and join it. everytime you hear a siren or low flying helicopter, make a post about it - someone will have the answer.
also never do a search of any topic, always assume you are the first person in the group to ever need a plumber, or a guy to fix your garage door. And lastly, never, but any product or service, even if it relatively inexpensive, without a recommendation from everyone in the group.
And when you ask for a recommendation, include that you are not looking to pay an arm and a leg, even if you want professional craftsmanship.
