This is not true. There is no mechanism for identifying a false report to VAERS. VAERS actively encourages reports from anyone and everyone:

VAERS is a valuable data set for someone who actually knows how to work with data. If you can program in R, you could do some pretty cool stuff with the data.
The way you're using it is more-or-less the same thing as pointing to a reddit thread as evidence.
