I was assuming your motivation for your plan is to increase vaccination rate based on the following quote.

So if the goal is to put pressure on people such that their life will be difficult to live in order so they get vaccinated then you might as well just have mandatory vaccination with all the ethical pros and cons. If people only have the illusion of choice then they don’t really have a choice.
Alternatively you can have the goal being so that the vaccinated aren’t affected by the decisions of the unvaccinated which would include options like testing in lieu of vaccines and restriction and testing protocol based on rT.
Essentially if you aren’t providing a reasonable accommodation option for people to take as alternative to getting the vaccine and then punishing them for not getting a vaccine you have created a mandatory vaccine.
So if that’s your goal then I think you should acknowledge that you are in favour of the state forcing people to get vaccinated
