For some reason I thought the deadline for batch 4 was noon.
My mistake.

So here's what I think we should do

1. For teams that DID submit already they may not re-submit. Your offers are locked.
2. For teams that did not submit yet they can (by 11:59 PM tonight)
3. If one of those offers beats the original winning offer those teams will advance to a second bid round where the highest bid for that player, between those final teams (the original winning team, and the new winning team), gets the player. You must have cap room for those bids.
4. Note there was a team that submitted offers that were deemed ineligible due to lack of cap space, but their offers will now be eligible because of waivers clearing later today.

I can't think of any other way to do it. Sorry folks.
