I think it's just the market for d-men.
$10M+ is an elite d-man now.
$7-10M is a top pairing dman (Nurse, Jones, Werenski)
$5-7M is second pairing / above average d-man
$2-4M pretty much gets you replacement level players.
$1-2M gets you 6/7 dmen or guys on show me deal.
