There isn't only the legal liability issue, but also the negative social consequences if there's an outbreak and people can point fingers and say "my Grandma is dead because she went to a Flames game and sat beside someone who wasn't vaccinated but was infected." If they require people to be vaccinated and someone still gets sick, they can at least say they did the best they could.
I don't know about the "best they could". A vaccination requirement is one arrow in the quiver, it's not everything. There's reduced capacity, mandatory masks, no beverage and food consumption etc.

Of course these impact the bottom line and the fan experience.

IMO the point of doing everything is long in the rearview mirror. What risk are people willing to assume and what experience do they want are the questions. That's a question for Grandma too before she goes to a game.
