I decided to put together a new overlay image. For the first one I did, I was mostly interested in how much more concourse space there will be (spoiler -- it's a lot).
I did this one to specifically compare the seating bowls...
The red/pink area on the left is the original (pre-renovation) Saddledome blueprints. The blue and green areas on the right are the layout of the new arena from the development permit application.
There is a thin red line that can be seen on both sides of the image, that represents the top of the lower bowl in the original Saddledome layout (and the main concourse level). There is a thin blue line as well and it represents the top of the lower bowl in the new arena.
In the new arena, the concourse level will actually be about 2/3 of the way up the lower bowl (if I'm reading the drawings correctly). There are some dark lines with odd shapes on the drawing about 2/3 of the way up from the ice in the lower bowl, those are the entrance gates to the main concourse.
A couple of notes on the Saddledome drawing, the upper deck overlaps the lower deck by about 2 rows, that's why the red line runs through the light pink area. Also, there's a red line that circles the lower bowl about 2/3 of the way up from the ice. That's where the retractable metal rows are located to allow the conversion to Olympic ice. When the building was renovated, that's also basically (maybe off by a row or two) where the lower suites now are. It's also how much further down the upper deck extends compared to when the building was originally built.
For the new building, the green areas represent the suite overhang areas. These will be the seating areas from the suites, which will overhang the lower deck by a few rows (the lower deck will extend to the blue line all the way around the building, but is hidden in those areas by these suite seats). The upper deck will completely cover the rest of the suite level, including the two club areas in the north and south end of the arena that are not visible in this drawing because they're completely covered by the upper deck.
Like the lower bowl, the upper concourse will be partway up the upper deck, so some rows will be below the concourse and some will be above.
Counting rows, by my count, the Saddledome had 24 rows in the lower bowl and 18 in the upper. The new arena will have 28 rows in the lower bowl and 14 in the upper. So, it's basically the same number of rows in the same horizontal space.
The one major difference is that there will be a suite/club level between the upper and lower bowl in the new arena that isn't in the Saddledome. This means the upper bowl will be about 1-2 stories higher than the upper bowl at the Saddledome (I believe). Because of that, the viewing angle will change, so the vertical distance between rows in the upper deck will likely need to be higher, to ensure you can see over the person in the front of you.
